Drag and Drop only working inside apps

Hi,

I just bought a iphone xs and I found out that the drag and drop feature is only working inside apps, I can t drag anything between apps.

For example, if I copy some text/photo inside safari and hold it, the swipe up from the bottom with the other finger to go back to the home or to other apps looks like it s disabled. I can only move inside other safari s tabs to move what I am dragging.

Same thing in other apps like photos, notes etc. I can t exit the app I m dragging things from.

I m running ios 15.0.2 now but there was the same problem before with the 15.0.1 I bought the phone with.

Any possible solution beside the hard reset? And what if the hard reset doesn t work?
