An iPhone 4 or 4s isn't capable of being updated to 10 or above, or running the current version of that application. Try downloading it to a newer unit on the same Apple ID first.

You can't. Ever. The highest version of iOS capable on an iPhone 4 is iOS 7.1.2. iPhone 4 was released in 2010. 11 years ago. That phone is so old to be completely unsupported and not really able to run many modern apps. It is well past the time to replace that phone with a newer more modern iPhone. The current iPhone is iPhone 13 with iOS 15.02. As you can see a lot has changed in 11 years.
