Using I cloud for downloading applications

My IPAD had storage of 32 GB. So I could not upload more video games due to limited storage. I bought I cloud storage of 200 GB to make up for my limited storage. I have only used 66 GB of my 200 GB I Cloud storage but when I try to download new games, it still says “limited space” you cant install this application. Question is what is the use of buying additional I Cloud storage if I can’t use this on my IPAD, when I try uploading applications? Can somebody guide me?

iCloud storage can be of limited help with shortage of storage on a device. See the information in What's the difference between device storage and iCloud storage? - Apple Support and note in particular the information about iCloud Photos in the "Free up space on your device" section of that support article.
