App store is not in my iPad

I have a mini iPad 5, a week ago app store disappeared from the iPad. I did a reset and everything but is not anywhere. If I go into safari and try to download an app it doesn't let me. If I try to open app store through safari it doesn't let me.

That's the message I got everything I tried.
