Is it a policy of Apple NOT TO include a power adapter Staring with the IPhone 11 models?
iPhone 11, iOS 15
When the iPhone 12 was released, Apple discontinued including power adapters in all phones including the iPhone 11.
See the following from Buy iPhone 11 - Apple
As part of our efforts to reach our environmental goals, iPhone 11 does not include a power adapter or EarPods. Included in the box is a USB‑C to Lightning cable that supports fast charging and is compatible with USB‑C power adapters and computer ports.
We encourage you to re‑use your current USB‑A to Lightning cables, power adapters, and headphones which are compatible with this iPhone. But if you need any new Apple power adapters or headphones, they are available for purchase.

You don't need to order it from Apple; you can use 3rd party adapter as described below from Fast charge your iPhone - Apple Support
You can fast charge your iPhone 8 and later up to 50 percent battery in around 30 minutes.1
Fast charging works when you use an Apple USB-C to Lightning cable and one of these adapters:
You can return the phone if you purchased directly from Apple and are within the return policy: https://www.apple.com/us-hed/shop/help/returns_refund or if you purchased from an Apple Authorized Reseller, check with them for their return policy.

Wait a minute!!!! Your telling me that new Apple customers have to BUY a power adapter to charge the already expensive IPhone 11 using lightning fast charging technology? And the excuse is APPLE wants to HELP save the environment ? Come on really. I get wanting to do your part in climate change but you guys still sell them for a fortune. But that’s environmentally better than simply including it. And what if I want to use the newer lightning charging method that we paid for? The technology that the co. developed was a part of the sales pitch to attract people to the product should remain as advertised. We just have to pay again to order a compatible power adapter from, “ Apple themselves?” I’m having a hard time makings sense of this. I’m sorry!
The Lightning connector on the iPhone is identical to the one introduced on the iPhone 5 in 2012. Any existing Lightning to USB-A cable will charge any of the newer devices.
I mean the company themselves. Not the last person who posted. Sry it just annoys me some of the marketing techniques.
