OSX Lion Timezone Settings Issue

My MacBook Air is not able to set timezone even if location services are turned on.

I'm using OSX Lion (10.7.5) and can't upgrade to a newer system. I tried reinstalling the whole system, but it didn't help.

As a result of this issue, I'm unable to access some sites from Safari as well as Chrome. Chrome reports that the time and date settings are incorrect, even though they are set correctly. I tried to set it manually, but it had no effect.

Any ideas on how to solve this problem?
