MacBook Pro 16 loud whooshing sound during start up then restarts itself in a loop

1. Hi, my MacBook Pro can't boot in normal mode anymore. During start-up, when the loading screen with the apple logo shows, there is a very loud ~1 second whooshing sound then it restarts by itself. It then shows the Kernel panic screen after restart, then the same issue happens after pressing any button as suggested . This happens in a loop during restart. I can only use the MacBook Pro on safe boot mode only. A couple of things I done already but didn't fix the prablem

3. Disk Utiity + First Aid - no issues found

4. Clean install Mac OS Big Sur
