Not able to pay for subscription with apple id balance

I’m unable to pay for Apple Music with apple id balance. The subscription is getting declined again and again.

If you have a subscription, you are required to have a payment method on file. Then your balance should be charged first.

In india most of the cards which were working earlier aren’t working anymore. So we received a mail to add balance to apple id instead. I added, still if it doesn’t work, it makes no sense.
