How to put your own photo as your profile photo

Hello,

I was wondering if I'm able to upload my own photo as my profile photo, and I was told before that I had to be at least Lv 3 in the communities. However, I saw someone that was only level 1 in the communities and he was able to upload his own profile photo. Therefore, how do i do this?
