Creating a new AppleID and password will not resolve your problem. Your iPad will still be Activation Locked to your existing AppleID account.

You must recover your AppleID credentials. If these have been forgotten, they can be recovered here:

https://iforgot.apple.com

To recover your credentials, you’ll need access to one of the following:

  • Your primary email address mailbox that corresponds with your AppleID
  • Any of the secondary/recovery email addresses that should be configured for your AppleID account
  • Any of the trusted telephone numbers (fixed line or Cellular/Mobile) that are associated with your AppleID

Unless you AppleID account has not been fully/correctly configured, or has been seriously neglected, recovery of the AppleID and password should not be difficult.

When you recover access to your credentials, you would be well advised to log-in to your AppleID account from a web browser - and verify/update any email addresses and trusted telephone numbers:

There's nothing in the thread to confirm the activation lock is where the iPad is asking for the password, and Apple's iForgot service can't be used to recover the password; it can only create a new one. It isn't possible to actually recover a forgotten password from Apple's servers.

Perhaps not - but neither does you interpretation necessarily cater for a possible scenario where the OP may be seeking to resolve an issue through attempting to use a different AppleID - post reset.

If reset, an Activation Lock might become an issue. Seeking to recover the forgotten AppleID credentials may in fact be the key to the OPs true problem.
