When setting-up a new iPad (iPhone or Mac) for the first time, you will have either signed-in with an existing AppleID - or will have created a new AppleID with which to both sign-in and access Apple Services - such as the App Store.
To download Apps, you will also need to have registered a Credit Card with your AppleID account - with which to pay for chargeable Apps and Apple Services.
