Cant use apple pay on iWatch series 3, ios 8

I have tried all possible ways to make apple pay work on iwatch but no success.

I reset watch to factory reset and connect again, removed all the cards from the wallet and added again, both iphone 12 and watch has updated ios, try on wifi and on 4G both, try even on different iphone but no success, no error just say “ could setup apple pay, an error occurred while setting up apple pay..

can anyone suggestions some thing that may work. Thanks
