why do I need iTunes match if all my devices are already linked thought my apple account?
wouldn't my music already be synced between my devices due to my apple music account and apple ID?

Signing into your Apple ID gives you access to your unhidden purchase history. A subscription to iTunes Match allows ripped music and playlists to sync between your computers. Apple Music does the same but also allows you to add content from the Apple Music catalog to your cloud library.
