Can't turn off pop-up menus on apps

Just upgraded to iOS 15 on my new iPad Pro. Now when ever I tap an app a menu pops up. I have to select something in the menu in order for the app to launch. How do I turn this off?

iPad Pro 12.9-inch, 3rd Gen, Wi-Fi, Cell

To launch the App, simply tap the icon. A “long touch” is an entirely different gesture - that will expose a menu.
