I have “ Your country/region cannot be changed at this time.” when I view my country/region info under My Account. Why can’t I change my region?

Here are common issues and how to deal with them:
● Subscriptions
Make sure you have canceled all your subscriptions ( https://support.apple.com/HT202039 ). However, subscriptions will then still continue until the expiration date. You need to contact Apple and request any ongoing subscriptions you have be ended immediately if you do not want to wait until they expire naturally.
● Spend all your Apple ID balance
One way to zero your balance is to add a credit or debt card as a payment method to your Apple ID and buy items just in excess of your remaining Apple ID balance. This will use up all the balance and any remainder will get charged to the card.
The other way is to contact Apple and ask them to keep any remaining balance.
● Pending purchases and refunds
If you have pending purchases, or refunds in the process of being returned to you, you will have to wait until these clear.
For items where you need to contact Apple to resolve an issue:

If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

I’m assuming the problem is that I don’t have a valid payment method for US region. In fact, this is the reason I want to change the location. So it’s a catch-22 situation:
The “learn more” leads to the same general article I already read that explains how to change the region.
As for the reasons:
I’m currently exploring another theory that family sharing is holding back the region change so I need to find a way to disable sharing with a child account which is quite complicated apparently and I suspect that after I do that I’ll be free to change the region. Will keep you posted on that.
Where do you reside now? It' difficult to advise you without knowing some details of the situation.
With what I know so far, all you have to do is change the Apple ID region and add a valid payment method for that region.
Hi, I reside in Israel. When I log in to Apple id and click edit I can’t change the region.

Ok, so I tried to delete the child account completely. Of course that requires me to give parental consent and of course Apple requires a valid payment method for that so I’m back in catch-22.
