nfc for access control

How can we put RFID cards into iPhone for access control to our company, elevator or even smart lock.

How do you turn on NFC on iphone 11? My bus pass lets you scan your virtual card and you have to have NFC turned on for it to read. I can't seem to find where to turn on NFC on my iphone 11.
