Use the intended app for photos:

To view photos on a networked computer through Home Sharing, use the Computers app on Apple TV. You can set the computer to share the Photos app Library, or you can set it to share a folder and its subfolders.
To view photos in iCloud Photos, use the Photos app on Apple TV.
