someone told me the Weather app was free.
why am I paying for it.

Apple includes a free (and very good) Weather app on iPhones but everyone has the ability to download other weather apps from the App Store and many of them have fees. If you are paying a recurring fee, see: How to cancel a subscription from Apple - Apple Support
