how I can upload my iCloud notes in my iPhone?
although I open my iCloud account and trying to upload it but it doesn't come

Is Notes syncing turned on? How long did you allow it to sync. The iCloud sync is very, very slow.
Try Settings/Your Name/iCloud and slide off Notes syncing. Wait a few minutes and then slide syncing on. Allow time for syncing to occur.
Last resort - have you tried signing out of iCloud, restarting the device, and then signing back in?
Actually I tried in my previous phone for more than 20 days with no syncing except the shared notes , I don’t know why ,even I have it there in my iCloud account
now I’ve the same issue with my new iPhone ,although all my pictures syncing in one day despite it is take most of my iPhone storage
I tried what you wrote above but it’s failed
2 years ago I had the same problem ,someone in iCloud support upload it in my phone
