I am trying to sync my iPhone & iPad

If you're using iCloud to sync them, make sure you're logged into the same Apple ID on both for iCloud and have the (known good) device as you template, and on the device to update go through the iCloud setting to make sure they align. Go into Settings > Your Apple ID at the top > iCloud and go through the settings.
