Yes - this key layout does assume that Enable Key Flicks is enabled in iPad settings:
Settings > General > Keyboard > Enable Key Flicks - set to ON
Presumably the OP just needs to enable this setting.

Aren't the numbers visible in lighter print just over letters in the qwerty row? With flicks on, you can produce numbers by quickly swiping down on the letter keys. Same for dash, apostrophe, quote, parentheses, slash on the keys where they appear in lighter print.

I think only 13inch iPads have a real separate row of numbers

Yes, that will make it easier to produce numbers, you can flick down on the keys to get them. But if the OP wants a real separate number row, so that just directly presses the key, he needs to get something like SwiftKey.

I think only some models have it, while some (mini's for sure, not sure about the others ) don't have number rows unless you install a 3rd party one.
Neither my 2020 11" iPad Pro nor my 2016 9.7" iPad Pro have that - actually I have never seen an iPad with one (he has an iPad Air which also does not have it). Oh, and neither did the 10.5" iPad Pro which I returned after a week due to some major (other) problems.
Pressing Shift does nothing (except allow for capital letters).
No, the iPad does not come with one, but turning on Key Flicks makes it easier to get numbers.

That is one reason why I am using a real Brydge keyboard, I can type and do not care to “peck” or have to change the layout just to get a dash or quotation mark.

Yes, I could do that, but I prefer a keyboard where you don’t need to swipe, pull, peck or anything except type with 10 fingers.

This key layout, with illustrated shift-layout, is essentially the same (with minor variation) for four devices within my immediate reach - iPad Air1, mini2, iPad Pro 10.5 and 12.9.
