turning on mail using iCloud

I'm trying to set up my iCloud eMail. I always get the message:"There was a problem turning on your eMail, try again"

The following support article provides some troubleshooting steps to try for this behavior:

If you can't receive email on your iPhone, iPad, or iPod touch

And

If you can't connect or sign in to iCloud
