This link via Safari browser to App Store works for me and starts to download Big Sur 11.6.1 (while I am booted in Monterey). Booting to safe-mode might be worth trying it it fails:

I finally found 11.6 on the App Store and then used Software Update to go up to 11.6.1.

Do you already have "Install Big Sur" at /Applications? Make a bootable installer from it and boot it:

As long as your mini is a Late-2014 or later model, you can get the full macOS 11.6.1 installer at How to get old versions of macOS (using the Safari browser).
Within 24 hours after the installation of 11.6.1, you should also receive a software update notification that Safari 15.1 is available.
It's weird the way Apple treats its users. We should be able to download any prior version of the Mac OS, as it was before. I miss the old fashion FTP server with absolutely everything, wich I used to mirror in the past...
Sorry, but not true. In the article linked it opens the Mac Appstore where the Big Sur page says "Silly user you don't want this, Get Monterrey instead" (except in a more forced and condescending tone).
However I do indeed want Big Sur. I found links online to the package installer download, but since it isnt an official Apple link I am suspicious.
It would be ideal if the Apple support article links for getting older OS's actually worked,
Backup. Uninstall any virus apps, "cleaners", VPN and other such snake oil. Use the full Mojave installer on top of the old system to try to reset it after such rogue apps. Or use Internet recovery to cleanly install some version of macOS to some volume so you can start from a clean state.
After hours on the phone with Apple, it was decided that Apple's links to the older OS downloads were broken. It was reported to engineers. I was finally able to download Catalina on 11/9 or 10, but the terminal commands for creating a bootable external drive failed. Back to troubleshooting.
I am on a MacBook Pro 2018. It came bootable to Mojave, but Apple may have downgraded it from Big Sur at my insistance--not sure (it was my 3rd new computer they replaced). I will try Big Sur download next.
If anyone has successfully run software created to run on both 32 and 64 bit (up to 10.14.6) on Big Sur/Intel or in Rosetta/M1 MB Pros, I would love to know.
Thank you, George. Apple Engineering claims to have fixed the link, however, this is the link I have tried to use perhaps 20 times. Big Sur link still ends with"no longer available".
I was able to download Catalina (to my MBPro is 2018 running Mojave) but Apple Sr support has not been able to use it to create a bootable external drive, per Apple instructions (tried solid state drive, thumb drive, APFS formatting & HFS+ Journaled formatting).
I will not upgrade my internal system until I have a chance to test a new one. Engineers have agreed to check out this issue, but uploading videos to Apple fails from my computer. If anyone else is still experiencing this issue and can take a video of the whole process + upload it to Apple (special link), please ask a senior rep to deliver it too engineering.
