I try to login my id
I know the password but the 2 factor authentication the question i don't remember that and the 2nd option is login with old devices but my old iPad is not working properly so how can i login my apple id in my new device or itunes...?

Two factor authentication doesn't use security questions.*

If you see the message "not sufficient information" see if at this stage you can still sign up for Two Factor Authentication:
