Wallet icon missing on home page

How can I add the Wallet icon on my home page for my iPhone 13 Pro Max? Message says I have turn first turn off Restrictions but I don't know how to do that!

In iOS 15, restrictions are gone. The new setting is Screen Time. see this and see the section about allowing built in apps.
