I got the iPhone 13 Pro Max recently, 128gb, and i wanted to download some apps but it told me i was out of storage, i check my storage to see if it is lying or not, and then it showed that 101.45gb of my storage was “Other System Data” so i was wondering if any of you guys know how to clear up that storage

You have some corrupt data on your phone. While not fun, the best and most effective method to remove "other" is to backup, then restore.

See these two links. First how to backup your phone. Second is how to restore your phone from backup. Once done, other should be restored to normal levels.
