I would like to download all my photos and videos from the iCloud to my device, and then permanently delete them from the iCloud . I do not wish to use iCloud as storage.

Get from iCloud, Directly:
Using a computer, you can easily grab them directly from iCloud. Go here: https://www.icloud.com/photos
Turn on iCloud photos on your phone (Settings > Photos)
Make sure that you are not optimizing your downloads
Wait for the device to sync
Once you have all photos on your device. Toggle off iCloud photos
Verify that you pictures remain on your phone
You can now delete the pictures from iCloud.
