Is the temporary backup removed from my i cloud + once I have upgraded to iPhone 13 and transferred data or will it stay and use up my iCloud + storage ?

Specifically the section that states:
"What happens to your temporary iCloud storage after you restore your backup
After you restore your temporary backup to your new iPhone or iPad, your temporary backup is available for 7 days before it's permanently deleted."

What if I have upgrade to I cloud plus just before the temporary backup was made ? Once the 21 days are over will the temporary backup be remove from my iCloud storage or stay ?
