Black Apple TV Remote does not work with Apple TV 4K. Only the Volume + and - work.

Possibly the remote needs to be paired again. If your Apple TV remote isn't working - Apple Support
Volume control is directly to the audio system, so that doesn’t require this pairing.

I have an update. After successfully adding the Black Apple TV Remote to the Apple TV 4K, it removes the original Apple TV 4K Remote. So basically you can’t add a Black Apple TV Remote and the Apple TV 4K Remote together, one overrides the other.
Thank you so much. What worked for me was holding down Menu, TV and the Volume Up.
