Save to reading list missing in Safari 15.1

The (+) button next to the URL field for saving to reading list is now missing after upgrading to Monterey. Reading mode button is missing too. Can someone confirm this?

MacBook Air (2020 or later)

Add to Reading List is Command-Shift-D in Safari 15 (or Bookmarks->Add to Reading List)

I don't see an option to add this as a button to the toolbar.

If you want the + button in the URL field back to add to Reading List try using the Safari Technology Preview browser that Apply offers. It has some changes which I prefer over Safari but is nearly identical to Safari.
