NFC Not Working on iPhone XS Max

Apple Pay is not supported in our country. I changed my region and I use an international credit card so I have apple pay working. For example, I cannot learn the remaining money or top up the card by using the NFC-enabled public transport card in Istanbul. The app says it gives this support. In addition, we can become a customer through the application by bringing the NFC feature of our official identity closer to the phone for banking transactions in our country. Likewise, I cannot use the NFC feature on my ID card.
If you live in a country where Apple Pay is not supported, changing your region will not magically add features not supported where you are currently. In other words, this is not an issue with your iPhone. It is an issue with the country you live and are using your phone.
You are saying that using the NFC feature on the iPhone is entirely related to whether the Apple Pay system is supported in the country I live in. Not being able to use NFC without Apple Pay... How nice.
If the pay system for the transit system you speak of is tied to Apple Pay on your phone, then yes, it would be because of Apple Pay. NFC simply permits the transfer of funds, etc., through Apple Pay.
What is not working? On iPhone XS Max, NFC is always on, so there is no setting to turn it on or off.
