Do Credit Cards in Wallet Transfer in QuickStart?

I just did a QuickStart transfer of data and apps from an iPhone 11 to an iPhone 13. However the credit and debit cards in the Wallet did not transfer. I saw nothing specific about the Apple Pay Wallet Transfer in Support documents.

are credit and debit cards on the Apple Pay wallet suppose to transfer in a QuickStart or iCloud backup?
