Hey there I was wanting to know if one of my debit cards can be delete from other devices ?..

Your cards are not tied to a specific device. They are tied to your Apple ID. If you remove them from your Apple ID, they are removed from all devices using that Apple ID.
If your card is added on a device belonging to someone else, and is being used on their Apple ID, then it can be removed from their Apple ID without affecting your Apple ID or devices.
