IMovie Installation Error

When I go to Apple Store and try to download iMovie it sends me in an infinite loop of entering my password and verifying my address but won't install. Wasnt the iPad Air 4 supposed to come with it installed ?

iPad won’t let me download procreate I just bought the 7th gen IPad for animation. I did research before hand and I found that procreate was compatible with any iPad.
