Your network connection requires either a SIM card or an eSIM issued by your carrier. You can move the SIM from the old phone to the new phone, or contact Verizon and ask them to activate the phone’s eSIM.

Did you put a SIM card into her phone? If it is 5G, I believe that Verizon needs to activate it. When I bought my son an iPhone 12 at an Apple Store, the Apple rep had to have Verizon activate it.
