Device Support Update for Mac

As of about a month ago every time I apply an update to my MacOS I am presented with the need to apply a Device Support Update after the final reboot. Does the update process overwrite all previous Device Support Update code or are there new Device Support Update requirements for every new update to the current OS? It's rather annoying to have to perform yet another update after applying what is advertised as a security patch. Why can't the Device Support code simply be included in the OS update?

This was an update to Catalina, I believe; it was so an older mac running Catalina could work with newer iPhones and iPads.

For current OS versions, these are indeed rolled within regular OS updates.
