Selling iphone
If I purchase an iPhone 13 pro max from my phone carrier. Am I allowed to sell back my phone to you at Apple?

You can trade it to Apple for an Apple Gift Card. See: https://www.apple.com/shop/trade-in
Also note that many cellular carriers have their own trade programs where you can trade for a reduced price on the new phone.
