Cannot get a used or refurbished AirTag to sync to my unit it still says it’s under somebody else’s Apple ID after following the reset

I have a refurbished AirTag that I got off of Amazon and I can’t get it to disconnect from the former owners ID I’ve already taken out the battery and reset it several times it still won’t work for me it still says it’s connected to an older ID that I have no idea who is this

The user needs to remove it from their Apple ID first. Return it.
