You don't.

You need to take this iPad to your nearest, “local” Apple Store location.

You need to search online for your nearest, “local” Apple store location and call contact phone numbers and call to make an appointment to have your Apple iPad diagnosed and options presented you.

Failing that,

You need to contact Apple support via the contact support link located at the upper right hand corner of every Webpage of these Apple support communities.

Use the Hardware Repair & Battery usage & Charging support categories.

OR

by installing and using the Apple Support app found in the iOS App Store.

If your iPad has NO condition issues ( cracked screen and/or bent aluminium back chassis ) and Apple employees diagnose your iPad as having a bad battery, in lieu of actual battery replacement, Apple will simply replace the device with your exact model iPad ( if they stock these for repair purposes ) for the cost of a battery replacement, which cost $99 U.S.D.

Apple and Apple Stores DO NOT repair iPads, but ONLY offer in/out of warranty and battery service replacement devices.
