cannot remove any app

Deleting apps by the method advised does not work. When I press the app it jiggles but no x sign appears in the left hand side of the app and the app cannot be deleted.

Please check: Settings - Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
