Refurbished or new?

If you are buying a new iPhone then New is exactly what you will get. Devices shipped as exchange/replacement for warranty or AppleCare claims may be either new or refurbished depending on availability and there is no way to predict.

iPhone Xs was discontinued in 2019. As such, they phone is no longer available new as they make them. You can't just walk into an Apple store and ask for a replacement phone. If your phone is broken however, you can purchase a refurbished replacement for about 60% of the cost of the phone when new. Personally, I wouldn't do that. I'd invest in a newer current model iPhone.
