iCloud/ photos

So I got a notification about new apple/iCloud terms and conditions which I agree to. After that I discovered my iCloud files got deleted. Went on iCloud.com and found just 9 files on it. Which are movies. iCloud shows 0mb when viewed on files and Xender but when viewing from settings it shows 1.8gb

also my photos says restoring from iCloud. I don’t want to restore anything. It normally says upload to iCloud why is it saying restore all of a sudden. 🥺 I’m really scared. Don’t want to lose my files. Help pls
