My mom has recently tried to hard reset her iphone, she does not remember the apple ID email, password for the apple ID, nor the old passcode for the iphone, is there a way to verify it or reset it using her phone number? Or should she just give up on the iphone and keep using the Android she has?
You will need to reset the passcode on the iPhone. You will need a computer to complete this task. You can reset your passcode by following the instructions in this article by Apple ➔ How to reset your passcode on a disabled iPhone. All your data on your iPhone will be wiped clean in the process.
You will then run into the Activation Lock. For this, you will need the Apple ID Password. If you do not have the password, then that iPhone will be useless to you and you can do whatever you wish with that iPhone. See some helpful links below to recover the Apple ID or the Password.

Can't I verify the phone and unlock it using my moms ID? She can't be the only elder person who forgot their apple ID information and needed to unlock her phone, if a person forgets their apple ID they should just throw away the phone? because if that is the case I will just not buy her the new iphone and tell her to keep using the android
