But this is a ticket that is already in apple wallet and we need to transfer it to a different person.

What suggested process exactly?
To add tickets to the Wallet App, the ticket provider must issue a QR code, Link or the "Add to Wallet button" in an email, or website to add the tickets to Wallet.
If it offered none of those methods, then the ticket cannot be added to Wallet.

If you don't see an option to add your boarding pass, ticket, or other pass to the Wallet app, contact the merchant or company that issued it to make sure they support passes in the Wallet app.
