It should not and really cannot be installing the same version twice. It may have installed 14.8.1 before, but if your older phone was running 15, then it would have to install that after 14.8.1.
The way the system works, there's no real way for it to install the same version twice.

Activating new iPhone and went through all the steps, including installing latest software, when update finished the phone rebooted and I scanned the code using old phone, then was forced to install the same software version again, which it’s currently doing as I type. Is this common or a glitch?
...Particularly before the setup is complete. Even if it was 15.0 and now it’s 15.1, why not finish the activation setup and allow me access and then say, “Oh hey, welcome. Now that you’re up and running we have a new software version if and when you’re ready...”
You don't or at least should not have to do so. What happened that required this? Or why do you think you installed it twice?
Huh. I’m almost certain I installed 15.1 (100% it was 15.something) the first time and am currently installing 15.1. Unless it was 15.0 initially, but that seems weird to go from .0 to .1
