My phone number keeps refusing to be used for my iMessage registration

some of my iPhone users aren’t coming up on my iMessage

Your phone number is not registered with imessage. Tried doing the deregister after no longer having an iPhone and I am unable to receive text messages because friends, work or family are still being forced to do imessage to my number. The deregister says that my number is not registered but it clearly still is according to other users telling they can't send messages.
