- What method are you using to set up the iPhone--directly on the phone itself, or by connecting to a computer?
- If you're using the phone, are you connected to Wi-Fi? You cannot update the iOS software over cellular data.
- If you're using a computer, is it a Windows computer or Mac?
- Are you able to restart setup and skip the update iOS portion for now?
