Do you have any updates waiting to be installed on your computer? If so, please install them and restart your computer. Once your computer has fully restarted, are you able to use iTunes as expected?
Do you have any security software installed? If so, we recommend that you temporarily disable it and then restart your computer. Once your computer has fully restarted, are you able to use iTunes as expected?
When you uninstalled and reinstalled iTunes, did you follow the steps here and uninstall the components in the order recommended: Remove and reinstall iTunes and related software components for Windows 7 and later - Apple Support
