I am looking to buy an ipad air. I want to use it for primarily video. Can you record video and then playback, freeze, zoom in on the frozen video, use the pencil to highlight areas on the frozen video, and then continue with the video?? Thank you

With an appropriate Apps, yes, you can record and edit video. In addition to the native Apps, there are many good third-party App available in the App Store from which to choose.

Perhaps two of the most popular (advanced) Apps with which to shoot and edit video are FiLMiC Pro - Video Camera and LumaFusion:

FiLMiC Pro - Video Camera

If you intend to shoot and edit video, ensure that your iPad has as much internal storage as you can afford. Video files, particularly when editing and rendering, require huge amounts of storage.
