Just to confirm, is the issue that the Apple Watch is not pairing? If so, make sure that Wi-Fi and Bluetooth are toggled on for the iPad by going to Settings > Bluetooth then Settings > Wi-Fi. Then try restarting the iPad and Apple Watch.

Make sure that the iPad you're using is a compatible iPad device, and that you are signed in with the same Apple ID and that Bluetooth is enabled on all devices as also mentioned in that resource.
